Supervisory Medical Administration Specialist

Serve as the Supervisor to staff members of the Processing and Benefits Section of HAS. Providing support services for patient care for the James A. Haley Veterans Hospital Enrollment/Eligibility Section, and the Satellite and Community Based Outpatient Clinics located throughout the geographical areas served by the James A. Haley Veterans Administration Hospital. The JAHVAH is a multi- faceted medical center encompassing acute, sub-acute, and intermediate inpatient services, a comprehensive rehabilitation program, and a polytrauma center for traumatic brain injury patients, a spinal-cord injury program, nursing home and one of the largest outpatient care programs in the nation. The Supervisory Medical Administration Specialist is responsible for enrollment and eligibility, health benefits advising, fugitive felon program management, enrollment appeals scheduling, coordinate and conduct training, work management, and supervision of Satellite and Community Based Outpatient Clinics located throughout the geographical areas served by the James A. Haley Veterans Administration Hospital. This includes:
Responsible for the Enrollment Program at the JAHVAH. The station's final determination on the Veterans' eligibility for healthcare. Provide guidance to staff on eligibility and enrollment issues. Meets the needs of customers while supporting the VA mission. Interprets, and applies all laws and regulations, and VA policies, guidelines and memorandums for all areas in enrollment and eligibility, health benefits and scheduling. Work Schedule:

The work is performed in an office setting, with some traveling to conferences/training, CBOCs (to train, audit staff), and Military Treatment Facilities (to perform outreach activities to the returning service members). The work involves extensive use of the telephone and the computer. In addition, the incumbent will often have to walk, stand, bend, and carry light items, such as papers, files, books, supplies etc. Time-in-grade:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements to qualify. Applicants must have served in a GS-09 grade level position or higher for at least one full year (52 weeks) to meet the time-in-grade requirement for the GS-11 grade level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/16/2020. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Enrollment and Eligibility, Health Benefits Advising, Fugitive Felon-Program Management, Enrollment Appeals Scheduling, Coordinate and Conduct training, Work Management, and Supervision. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree AND the education demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond three (3) full years of progressively higher-level education leading to such a Ph.D. or equivalent doctoral degree AND the education demonstrate the knowledge, skills, and abilities necessary to do the work. You will be rated on the following Competencies for this position:

Work is mostly sedentary, but does require some walking and standing for a few minutes at a time several times a day processing paperwork, filing, etc. Minor lifting of 5 lbs or less, carrying files, paper supplies and manuals.
